's not a coincidence that the president was golfing with bill clinton this sudden. that is as much the president likes golf as much as an effort to say, here i am with the great dealmaker, the reasonable guy that everybody likes, regardless of whether clinton's actually giving him any advice on this although i'm sure he is. >> if you look back to the health care debate obama tried to appear reasonable last time and that didn't work well for him. what he's doing now is all the things he didn't do last time. starting with the unreasonable position, with what he wants rather than what he thinks he'll get which is a better bargaining position. he's going out and trying to get people to pick up the phone, take up, you know, twitter and facebook and tell congress we want to get this done. so he's doing a lot of the things from a negotiating standpoint that he didn't do last it time around, while still, you know, kind of queuing up the blame game as both sides are doing to make sure that other guy takes the fall if it doesn't work. >> and i think to eric's point, this is why you hear the bill crystals of the

republican u.s. house of representatives in modern times. bill clinton in the white house. they came together to solve some big problems. welfare reform, health insurance reform. folks forget about health insurance reform. we did away with pre-existing conditions. did away with all of the impediments in the large group markets, what they call the plans, had great success in that area, and finally got back into some positive territory. to be truthful, this assumes that all the federal -- all the social security revenues, medicare revenues are getting spent on other projects rather than going in the trust fund and being preserved. we didn't really have a surplus. we were spending social security and medicare revenues to create a surplus. but we did have some better years then. then we go into the bush years. this is important. 9/11 changed the way this country deals with national security. a lot of programs going on much to my surprise, mr. speaker, you remember, we create add brand new federal department with the republican house, republican senate, and republican president. we created a brand

them to pass basic legislation. the senate bills that actually passed has dropped from just over 25% to a record low of 2.8% this year. the rate held steady at 10% through the clinton and bush years and then plummeted when democrats took control of congress in 2007. that is due in no small part to the filibuster. it's mutated to a routine impediment to legislative progress. it has turned congress into a body incapable of acting except in times of crises. it's just like the fiscal cliff right now. this was designed to force congress to deal with the deficit. now senate majority leader harry reid is proposing changes to the filibuster that might make senate lesseesy. right now senators can block motions to proceed which means the senate can't even debate the legislation in question. president obama realizing the stakes for his second term agenda endorsed those changes on tuesday. white house communications director dan pfeiffer said in a state, the president supports sen tor reid's reform the filibuster. he has a chance to change the filibuster with a 51% majority. he is getting close
